Leong, Liang Tian "LT" is the Co-Founder and Managing Partner of NextGen Consulting Pte Ltd in Singapore, with extensive experience in U.S. government contracting, including a former role as Special Projects Program Manager for the U.S. Undersecretary of Defense for Installations & Environment. A native of Malaysia, LT spent over 26 years in Washington, D.C., where he became highly respected in the U.S. defense sector, specializing in project and program management. His collaborative leadership style has enabled him to effectively motivate diverse teams to achieve objectives.
In 2012, LT transitioned to the environmental sector within the Pentagon, where he played a key role in assisting the U.S. Navy Energy Department with alternative energy initiatives. He has established strong relationships with emerging industry partners in countries such as Japan, Malaysia, and Singapore. Since 2005, LT has provided program management and liaison support to various Defense Agencies, including the Office of the Secretary of Defense Public Affairs and the U.S. Air Force Surgeon General’s Office.
Prior to his defense career, LT served as a project manager in the Office of Government Contracting at the U.S. Small Business Administration. One of his notable achievements after leaving the Pentagon in 2016 was becoming a Strategic Advisor to Euglena Co., Japan's only biofuel company, where he helped establish Malaysia's first Sustainable Aviation Fuel (SAF) refinery. LT is a certified Project Management Professional (PMP) with a diploma in Project Management from Georgetown University, a Master’s degree in Management Information Systems, and a Bachelor’s degree in International Business from the George Washington University. He also graduated from Valley Forge Military Junior College and is fluent in Mandarin, Cantonese, Fukien Dialect, and Bahasa Malaysia.
